NUP Melvin O. Ragasa, Media Relations Officer/Spokesperson, OCPNP-HRAO, was invited as a Resource Speaker during the Manila Police District Human Rights Seminar held on January 18, 2018 (Thursday) at the Manila Police District, United Nations Avenue, Ermita, Manila which was attended by Police Commissioned Officers and Police Non-Commissioned Officers of MPD.
NUP RAGASA discussed the Salient Provisions of Republic Act No. 9745 (ANTI-TORTURE LAW), Police Operational Procedures, Guidelines on Police Operations/Intervention, Rights-Based Policing, the Constitutional Rights of Suspects and Republic Act No. 7438 (AN ACT DEFINING CERTAIN RIGHTS OF PERSON ARRESTED, DETAINED OR UNDER CUSTODIAL INVESTIGATION AS WELL AS THE DUTIES OF THE ARRESTING, DETAINING AND INVESTIGATING OFFICERS, AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF).
PSINSP FERDINAND C BUNGAY, C, PSD, PCDD, OCPNP-HRAO and SPO1 Ricky Rosel, Action PNCO, HRAO were likewise present during the said seminar.
The Manila Police District , through its Special Training Unit and in coordination with the MPD Human Rights Desk, initiated the conduct of the said seminar.
