PSUPT JOEL M USMAN, Chief, Promotional and External Affairs Division, Office of the Chief, Philippine National Police Human Rights Affairs Service, NUP MELVIN O. RAGASA, Media Relations Officer/Spokesperson, Office of the Chief, Philippine National Police Human Rights Affairs Office, and PO3 Arban J Diman, Action PNCO, Office of the Chief, Philippine National Police Human Rights Affairs Service were invited for a live guesting/interview at UNTV on December 7, 2017 to discuss the celebration of the National Human Rights Consciousness Week from December 4 to 10, 2017 and the commemoration of the International Human Rights Day on December 10, 2017 (69th Anniversary of the Universal Declaration of Human Rights) as mandated by Republic Act No. 9201.
It also paved way for them to promote the latest project of the PNP dubbed as the "Philippine National Police Know Your Rights" Mobile Application and other advocacy thrusts/projects of the PNP under LOI Pamana 55/07 otherwise known as the PNP Human Rights Development Program.
Through the "PNP Know Your Rights" Mobile Application, which can be downloaded free of charge from the Google Play Store by android mobile users, all human rights advisories, policies, and issuances, including the contents of the New PNP Miranda Warning Pocket Card and Anti-Torture Reminders translated in 10 Filipino Dialects and 4 Foreign Languages, can be stored in all android smart phones. Once stored, it can be accessed anytime by our PNP personnel even without internet connectivity, most especially by our field officers engaged in anti-criminality operations who are in far-flung areas. Thus, it equips PNP personnel with the right information and/or materials with which to advise citizens or persons placed under police custody of their rights under the law.
Moreover, the members of the community can also install/download the mobile application in their smart phones, for easy access to the said advisories/polices whic provide information on their fundamental rights as citizens and basic information on police operational procedures and rules of engagement.
On the other hand, they also discussed the HRAO P.A.T.R.O.L Plan 2025 geared towards the vision of fully institutionalizing "Respect for Human Rights as a Way of Life in the PNP"
